Introduction

South Korea's Ministry of Culture, Sports and Tourism launched a promotional campaign in autumn to encourage domestic travel to rural and depopulated regions.

The Ministry of Culture, Sports and Tourism and the Korea Tourism Organization conducted the "Traveling Autumn" campaign during October and November.

The campaign targeted 41 depopulation areas across the country that had business agreements with Korail, and visitors who purchased travel products for depopulation areas and verified their visit via QR code could receive train ticket discount vouchers equal to the full train fare cost.

The Korea Tourism Organization and Korail each covered 50% of the discount voucher cost.

Among the 41 areas, 13 regions that had lower visitor numbers during the first-half campaign—Haenam, Hampyeong, Jangseong, Taebaek, Boseong, Imsil, Gangjin, Gunwi, Goesang, Bonghwa, Jangheung, Uiseong, and Muju—additionally offered 20,000 won in Onnuri gift certificates on a first-come-first-served basis, limited to 2,000 applicants.

Meanwhile, visitors using Tmap navigation to travel to depopulation areas (89 total areas) could receive up to 30,000 Tmap points by driving at least 30 kilometers from their starting point and obtaining verification stamps from local governments.

Non-capital region accommodation facilities provided approximately 80,000 discount vouchers (one per person, first-come-first-served) usable until November 8, and newly introduced island accommodation discount vouchers were also available.

Cultural Notes

South Korea faces significant regional depopulation, particularly in rural and island areas, as younger people migrate to Seoul and other major cities for employment and education opportunities. Government tourism campaigns like "Traveling Autumn" are part of a broader effort to revitalize these struggling regions by encouraging domestic travel and boosting local economies. The use of multiple incentive layers—train discounts, gift certificates, navigation rewards, and accommodation vouchers—reflects a Korean government strategy of combining different public and private partnerships to achieve social and economic goals in a coordinated way.
