A significant historical piece of evidence has been presented in the long-standing dispute between Korea and Japan over the name of the East Sea.
Lee Sang-tae, chairman of the Korean Territory Studies Association and former director of the Historical Materials Research Office, presented a paper titled "Japan Also Formally Used the Name East Sea" at an international seminar hosted by the East Sea Research Association and the Northeast Asia History Foundation.
The core of this paper can be found in two Japanese government gazettes published in 1902.
The September 1, 1902 gazette (issue 5749) stated that a Chosun Sea Fisheries Association could be established under the Foreign Territorial Waters Fisheries Association Law, and the December 18, 1902 gazette (issue 5839) recorded the approval of the Chosun Sea Fisheries Association's establishment.
This association existed from 1902 to 1911, a period when Japan officially recognized Korea's territorial waters as the "Chosun Sea."
However, the situation changed after the Korean Empire collapsed in 1910.
Under Japanese control, Korea's territorial waters began to be designated as the "Sea of Japan," and even after Korea recovered its territory and territorial waters in 1948, this naming dispute has continued.
Currently, the South Korean government requests dual designation of "East Sea" and "Sea of Japan" in international usage, but Japan insists on the sole use of "Sea of Japan."
Cultural Notes
The East Sea naming dispute reflects a deeper tension in Korean-Japanese relations rooted in Korea's colonial period (1910–1945) under Japanese rule. The recovery of territorial and geographical naming rights is symbolically important to Korea's national identity and sovereignty. In Korean education and official contexts, the name "동해" (East Sea) is taught as the correct term, and the dispute over international map designations remains an active diplomatic issue that touches on questions of historical recognition and national pride.
